<a href=\"https:\/\/www.president.gov.tw\/Page\/294\/49718\">\u516c\u5e03<\/a> \u61b2\u6cd5\u8a34\u8a1f\u6cd5\u7684\u4fee\u6cd5\u3002\u8cf4\u7e3d\u7d71\u4e26\u6c92\u6709\u5982 <a href=\"https:\/\/plainlaw.me\/posts\/can-president-refuse-to-promulgate-law\">\u90e8\u5206\u5b78\u8005<\/a> \u4e3b\u5f35\u7684\u300c\u62d2\u7d55\u516c\u4f48\u6cd5\u5f8b\u300d\uff0c\u800c\u662f\u6b63\u5f0f\u7c3d\u7f72\u9019\u662f\u4fee\u6cd5\uff0c\u4f46 <a href=\"https:\/\/www.president.gov.tw\/News\/39006\">\u9644\u8a3b<\/a> \u300c\u672c\u6848\u6709\u95dc\u61b2\u6cd5\u6cd5\u5ead\u4f5c\u6210\u5224\u6c7a\u3001\u66ab\u6642\u8655\u5206\u88c1\u5b9a\u53ca\u9055\u61b2\u5ba3\u544a\u9580\u6abb\u76f8\u95dc\u4fee\u6b63\u898f\u5b9a\uff0c\u5bb9\u6216\u6709\u59a8\u7919\u61b2\u6cd5\u6cd5\u5ead\u6b63\u5e38\u904b\u4f5c\uff0c\u4fb5\u8d8a\u53f8\u6cd5\u6b0a\u529b\u6838\u5fc3\u7bc4\u570d\uff0c\u53ca\u7834\u58de\u653f\u5e9c\u9ad4\u5236\u5206\u7acb\u5236\u8861\u4e4b\u61b2\u653f\u722d\u8b70\uff0c\u5b9c\u8072\u8acb\u61b2\u6cd5\u6cd5\u5ead\u88c1\u5224\uff0c\u4ee5\u660e\u78ba\u61b2\u6cd5\u6846\u67b6\uff0c\u7dad\u6301\u61b2\u653f\u79e9\u5e8f\u3002\u300d<\/p>\n<p>\u9019\u90e8\u6cd5\u5f8b\u7a76\u7adf\u4f55\u6642\u751f\u6548\u5462\uff1f\u672c\u6b21\u4fee\u6b63\u7684\u61b2\u6cd5\u8a34\u8a1f\u6cd5\u7b2c95\u689d\u898f\u5b9a\uff1a\u300c113\u5e7412\u670820\u65e5\u4fee\u6b63\u4e4b\u689d\u6587\uff0c\u81ea\u516c\u5e03\u65e5\u8d77\u65bd\u884c\u3002\u300d\u4f9d\u64da\u6cd5\u689d\u7684\u6587\u7fa9\uff0c\u9019\u6b21\u4fee\u6cd5\u65bc\u7e3d\u7d71\u516c\u5e03\u7684\u7576\u5929\u7acb\u5373\u751f\u6548\u3002\u4f46\u662f\uff0c\u9019\u7a2e\u898f\u7bc4\u6a21\u5f0f\u8207 <em>\u4e2d\u592e\u6cd5\u898f\u6a19\u6e96\u6cd5\u7684\u8981\u6c42\u4e0d\u76e1\u76f8\u7b26\u3002<\/em>\u4e2d\u592e\u6cd5\u898f\u6a19\u6e96\u6cd5\u8981\u6c42\u5404\u6cd5\u81f3\u5c113\u5929\u7684<em> \u751f\u6548\u671f\u9593\u3002<\/em> \uff08\u4e3b\u8981\u76ee\u7684\u5728\u65bc\u907f\u514d\u6cd5\u898f\u7acb\u5373\u751f\u6548\uff0c\u5728\u904b\u4f5c\u4e0a\u7522\u751f\u9752\u9ec3\u4e0d\u63a5\u7684\u554f\u984c\uff09 <a href=\"https:\/\/yinnching.lu\/zh\/2025\/01\/27\/jan-27-2024-weekly-update-taiwan-constitutional-court\/\">\u904e\u53bb\u4e5f\u6709\u7acb\u6cd5\u4f8b<\/a> \u63a1\u53d6\u9019\u7a2e\u7acb\u5373\u751f\u6548\u7684\u7acb\u6cd5\u6a21\u5f0f\u3002\u4e0d\u904e\uff0c\u9019\u4e9b\u63a1\u53d6\u9019\u7a2e\u6a21\u5f0f\u7684\u6848\u4f8b\uff0c\u4ecd\u820a\u662f\u5728\u4e09\u5929\u5f8c\u624d\u751f\u6548\u3002\u751f\u6548\u6642\u9ede\u7684\u554f\u984c\uff0c\u5c0d\u65bc\u61b2\u6cd5\u6cd5\u5ead\u4f86\u8aaa\u683c\u5916\u91cd\u8981\u3002\u5982\u679c\u4f9d\u64da\u65b0\u6cd5\u7684\u6587\u7fa9\uff0c\u61b2\u6cd5\u6cd5\u5ead\u5c31\u7121\u6cd5\u904b\u4f5c\uff0c\u56e0\u70ba\u73fe\u6709\u7684\u5927\u6cd5\u5b98\u4e0d\u8db3\u65b0\u6cd5\u6240\u8981\u6c42\u7684\u8a55\u8b70\u4eba\u6578\u8981\u6c42\u3002\u9019\u6a23\u7684\u898f\u5b9a\u4e5f\u6709\u6548\u7684\u907f\u514d\u65b0\u6cd5\u88ab\u61b2\u6cd5\u6cd5\u5ead\u5be9\u67e5\u3002\u5982\u679c\u524d\u8ff0\u7684\u5148\u4f8b\u662f\u6b63\u78ba\u7684\u8a71\uff0c\u5927\u6cd5\u5b98\u4ecd\u820a\u80fd\u5728\u7e3d\u7d71\u516c\u5e03\u5f8c\uff0c\u884c\u4f7f\u8077\u6b0a\u3002<\/p>\n<p>\u4e0d\u904e\uff0c\u61b2\u6cd5\u6cd5\u5ead\u4e26\u672a\u5728\u4e0a\u9031\u4e94\u4f5c\u6210\u4efb\u4f55\u6c7a\u5b9a\u3002\u5927\u6cd5\u5b98\u65e2\u672a\u4f5c\u6210\u5408\u61b2\u8207\u5426\u7684\u8a8d\u5b9a\uff0c\u4e5f\u6c92\u6709\u4f5c\u6210\u66ab\u6642\u8655\u5206\u3002\u4f9d\u64da <a href=\"https:\/\/www.cna.com.tw\/news\/asoc\/202501250139.aspx\">\u5831\u8f09<\/a>\uff0c\u61b2\u6cd5\u6cd5\u5ead\u4e26\u672a\u5728\u4e0a\u9031\u4e94\u4f5c\u6210\u4efb\u4f55\u6c7a\u5b9a\u7684\u539f\u56e0\u662f\u56e0\u70ba\uff0c\u6709\u90e8\u5206\u5927\u6cd5\u5b98\u300c\u6280\u8853\u6027\u7f3a\u5e2d\u300d\u3002\u800c\u61b2\u6cd5\u6cd5\u5ead\u66f8\u8a18\u5ef3\u5728\u661f\u671f\u516d\u7279\u5225 <a href=\"https:\/\/www.cna.com.tw\/news\/asoc\/202501250139.aspx\">\u6f84\u6e05<\/a> \u4e0a\u9031\u4e94\u4e26\u672a\u5982\u540c\u884c\u4e8b\u66c6\u6240\u898f\u5283\u7684\u53ec\u958b\u8a55\u8b70\u3002\u7531\u65bc\u5df2\u8fd1\u5e74\u95dc\uff0c\u61b2\u6cd5\u6cd5\u5ead\u4e0d\u6703\u5728\u8fd1\u671f\u4f5c\u6210\u6c7a\u5b9a\u3002<\/p>\n<p>\u7531\u65bc\u65b0\u6cd5\u5df2\u7d93\u751f\u6548\uff0c\u61b2\u6cd5\u6cd5\u5ead\u5269\u4e0b\u5169\u689d\u8def\u53ef\u8d70\u3002\u7b2c\u4e00\u689d\u662f\u4f9d\u6cd5\u884c\u4e8b\u3002\u4e5f\u5c31\u662f\u61b2\u6cd5\u6cd5\u5ead\u5728\u65b0\u5927\u6cd5\u5b98\u88ab\u63d0\u540d\u3001\u540c\u610f\u524d\uff0c\u61b2\u6cd5\u6cd5\u5ead\u50c5\u80fd\u4f5c\u6210\u4e0d\u53d7\u7406\u88c1\u5b9a\u3002\u7b2c\u4e8c\u689d\u8def\u662f\u7a4d\u6975\u7684\u884c\u4f7f\u9055\u61b2\u5be9\u67e5\u6b0a\uff0c\u4f9d\u64da\u61b2\u6cd5\u8a34\u8a1f\u6cd5\u820a\u6cd5\u5c0d\u65bc\u65b0\u6cd5\u9032\u884c\u8a55\u8b70\u3002\u8003\u91cf\u5230\u73fe\u5728\u7684\u61b2\u653f\u50f5\u5c40\uff0c\u61b2\u6cd5\u6cd5\u5ead\u6709\u6bd4\u8f03\u9ad8\u7684\u6a5f\u7387\u6703\u9078\u64c7\u8d70\u7b2c\u4e00\u689d\u8def\uff0c\u907f\u514d\u6210\u70ba\u653f\u6cbb\u653b\u64ca\u7684\u5c0d\u8c61\u3002<\/p>\n<p>&nbsp;<\/p>\n<p>***<\/p>\n<p><strong>\u61b2\u6cd5\u6cd5\u5ead\u7684\u65e5\u5e38<\/strong><\/p>\n<p>\u777d\u9055124\u5929\uff0c\u61b2\u6cd5\u6cd5\u5ead\u57287\u4f4d\u5927\u6cd5\u5b98\u9000\u4f11\u5f8c\uff0c\u5168\u5ead8\u4eba\u505a\u4e86\u4e00\u500b\u4e0d\u53d7\u7406\u88c1\u5b9a\uff08114\u5e74\u61b2\u88c1\u5b57\u7b2c1\u865f\uff0c2025\u5e741\u670822\u65e5\uff09\u3002\u5be6\u9ad4\u722d\u8b70\u662f\uff0c\u4eba\u6c11\u662f\u5426\u6709\u8acb\u6c42\u653f\u5e9c\u300c\u4e3b\u52d5\u300d\u516c\u958b\u8cc7\u8a0a\u7684\u61b2\u6cd5\u6b0a\u5229\u3002\n\u59d1\u4e0d\u8ad6\u5be6\u9ad4\u722d\u8b70\u7684\u91cd\u8981\u6027\u5982\u4f55\uff0c\u672c\u6848\u7684\u8868\u6c7a\u6bd4\u6578\u662f7:1\uff0c\u8b1d\u9298\u6d0b\u5927\u6cd5\u5b98\u662f\u552f\u4e00\u7684\u4e0d\u540c\u610f\u7968\u3002\u5f9e\u7968\u6578\u4f86\u89c0\u5bdf\uff0c\u9019\u662f\u76f8\u7576\u7f55\u898b\u7684\u7d50\u679c\u3002\u7b2c\u4e00\uff0c\u5728\u5168\u5ead\u7684\u4e0d\u53d7\u7406\u88c1\u5b9a\uff0c\u50c5\u6709\u300c\u4e00\u4f4d\u300d\u5927\u6cd5\u5b98\uff0c\u4e0d\u540c\u610f\u4e0d\u53d7\u7406\u7d50\u679c\uff0c\u800c\u7121\u4efb\u4f55\u300c\u540c\u76df\u300d\u3002\u7b2c\u4e8c\uff0c\u904e\u53bb\u9662\u9577\u5411\u4f86\u5f88\u5c11\u662f\u552f\u4e00\u7684\u4e0d\u540c\u610f\u898b\u3002<\/p>\n<p>***<\/p>\n<p><strong><span
